That perk is a prerequisite to another speech perk that lets you sell stolen goods to shops you've invested in.

For a great looking game see witcher 2, that btw run alot better as well. Crap console port is exactly what it is. Now give me my boxes!

But don't worry, but like all other Bethesda games, you'll be able to get a mod to enhance everything 2-3 times better.
