Could be. I'll try experimenting with view distances and see if it helps.
I'm quite sure there is something bottlenecking, but I'm not sure if it's because of my hardware or the game itself. When looking at e.g. the ground, my GPU usage goes to ~40% and FPS climbs back up. However, looking at e.g. Whiterun from the gates lowers the GPU usage to 20% and FPS to 20 - 30.

The music comes in so sublty I don't even notice I'm hearing once again some of the most beautiful music ever to caress my ears. Oblivion had just flat out brilliant tracks but they obviously popped into place. THis is like.... "Oh wow, when the hell did this song start?"

They don't. I used TCL because I was too lazy to walk all the way back through a dwarven dungeon because I couldn't find the key the exit door needed.

So I'm walking around the plains, minding my own business, when i come across a group of wolves. Suddenly, one of them starts twitching and popping, then starts lifting up into the sky. It turned out that it actually got stuck on a dragonfly and started flying away with it. After the dog flies about 30 feet into the air it steps off the dragonfly and hits the ground with a sickening crunch and dies.

Unfortunately, I hit F5 thinking it was the screenshot key, but instead got a quicksave the instant right before it fell off the fly. So the only evidence if it is in the quicksave's thumbnail:

Open up SkyrimPrefs.ini, if fAudioMasterVolume=1.0000 doesn't exist under [AudioMenu] add "fAudioMasterVolume=" (without quotes) then change the volume to 2.0000, 3.0000, 4.0000 etc until it is a good volume level for you, I ended up with 5.0000.
