Have you even started the main quest yet? I think it's a requirement that you have to do the western watchtower mission for dragons to actually spawn in the world. If you have done it then I have no idea.

it seems that your smithing skill increases by the same amount no matter what you create, so ive just been collecting leather and spamming the cheapest option which appears to be leather gauntlets.

There are 6 walls with symbols and only 3 symbols to type, so for this puzzle, this didn't help. But it's generally a good advice :)

I think it's on-par with Oblivion, but I already liked Oblivion much better than Morrowind (sorry). I'm really missing custom spells and the happy warm landscape of Cyrodil.
