FCOM isn't that hard. It's got this neat-o installer so it's just clickety-click and you're done.
I'm going to make a modded suit of armor or weapon, any ideas? I made a suit of Shrouded heavy armor with a sword, shield, and arrows to match a few weeks ago but I got bored with it. For Oblivion

How about some European plate armor, like from Fable or something.
Why does Steam have a browser in the overlay? What is FCOM anyway? I saw on the installation of a mod that you should turn on something in Oblivion like "in-game community" or something like that, what is it? What's the mod that allows you delete spells? What mod should I use to improve ranged combat? Any essential mods for magic or the Shivering Isles?

FCOM is a mod that merges the changes of about four game overhauls into one.

Presumably they mean the overlay, which you evidently already have. Steam has a browser in the overlay because it's more convenient than alt-tabbing, particularly in games where that function is bugged to buggery like in Oblivion. COBL allows you to delete spells, among other useful additions. If you want better magic get Supreme Magicka or LAME (I use LAME).

You're going to ask how to install mods next. I really can't be arsed to go into the details so I'll be brief: You place the .esp file, along with any subfolders like meshes, textures, sound in the data directory in your oblivion install directory. OMOD files can be installed with OBMM, which you should really used. Mods with an 'omod conversion data' folder bundled can be converted to OMODs. Archives with folders prefixed by numbers, e.g '00 Core' can be installed with Wrye Bash. You should get OBMM, Wrye Bash and OBSE as soon as possible.

I already knew how to install mods from Morrowind. Anyway, thanks for the suggestions, if they're really time-consuming or risky I may not bother unless my parents don't mind me keeping steam on here.

I was wondering, why would the lightning hit the dragon? It was flying the first time, meaning it wasn't grounded. And at some part the player character was on that tower, meaning he was high but still grounded, shouldn't he have been electrocuted instead?

Why does lightning strike flying planes? You don't have to be grounded to be struck by lightning, it's just more likely if you are. Also magic.
But planes are the only thing up there when they get struck, the dragon wasn't.
