I think that's not water.
Look for a lantern hanging above it. Shoot an arrow at the lantern and see what happens

Does all water look like that to you? Because oil is supposed to look like that, try using the flame spell on it.

Yep, it's right there on the Perk Tree. The one that branches off at "Expert Lockpicking".

I answered my own question. Looked it up on the UESP. Dragonscale Armor is better than Glass, but Dragonplate Armor is slightly worse than Daedric. As a Light-Armor enthusiast, I can't complain, but for you Heavy-Armor users, too bad I guess. What does Daedric Armor look like in-game anyways?

The battle of Windhelm is literally impossible. The dragon just flies in circles breathing fire on you and no one bothers to attack it cause they're too busy fighting each other.
Just checked, need 100 lockpicking for it.

You just need any dragon soul to unlock it. When you go to the shouts page in the lower right corner it should say how many souls you have. After that press "R" to unlock the shout with the soul.

rivers and lakes and such are normal, but little ponds and such inside caves etc are all like that. Maybe it is oil... if it is, oil really looks like shit.
i just thought it was fucked up water, because i see it all the time. i wouldn't think that oil was this frequently found on floors...
