Global. It's quite OK at judging the players though.
Installed the mod. First match, our team has a big W/L ratio advantage over the enemies, we stomped them good.
Second match, our top tanks (T32, KV5) have horrific 40% win ratios, the T32 was the first tank to die on our team (with no kills) and the KV5 did nothing the entire round except loiter around base and got assraped by 5 mediums near the end of the match, which we obviously lost.

Yep, EU always gets shafted with the specials. US and RU get way better events almost every weekend, while those rare ones that appear on EU are nothing but gold grabbing and useless shit.

I think it's because the game has little playerbase and also probably makes little money in USA. They need to be easy on it, to please the players, to hold them, and if possible get more of them.
With Russia, I guess they possibly just like their players, perhaps, and Russians are still more prone to complain than Europeans.
EU cluster has the dumbest, most eager to eat WGs shit, playerbase, so they don't bother to ease their grind, as they have enough of them, anyway.

Not to be picky but wrong shade of blue and yellow, and I think it would look better with simply a rectangular european flag with a facepunch face inside it, with the white parts of the inside of the face also colored blue.
Just put a face on a eu flag, it'll look great.
