Maybe combine A pufferfish with TNT/gunpowder to make a sticky bomb?
Like the fish's little spikes would get stuck in stuff and the powder explodes stuff.

You could program it as a painting, would work the same way but not as if you were to catch it.

Flowing water is a block I believe, so you wouldn't really be able to see the water flowing through it unless you programmed something into the net block to render the water flowing into it manually (and pass the flow onward like a normal water block)
I suppose with inheritance that wouldn't be too hard, unless I'm missing something about it (extend the net block from the flowing water block, add the net rendering and effects to it).
Also, nets should be around a 2x2 space and catch random junk as said before, like Flint, Gold Nuggets (which would be craftable into gold bars by combining four of them), Sticks, Leather Boots on 1/4-3/4 health, as well as random fish.
Nets should have ~128 items caught without being repaired, and be repairable by placing a piece of string into the net. Eight string to make (same pattern as a chest) and 1 string is +32 durability (so four string to repair fully, thus making it much cheaper to maintain nets than make new ones). If the net is full (no stack or slot to put the item) it takes 2 durability, so sometimes nets would decay quite quickly.
Faster water flow should also increase the frequency that the net catches items, and it should probably require that the source block be surrounded by at least two other water blocks to be able to catch anything.

You should release the 16x16 ones too then, if someone was to make this mod. I tried resizing them, and both photoshop and paint fucked them up.
We also need better fishing rods that increase the chance to get a good fish. Like iron fishing rods. Also we need to have eels which you can use to make sushi.
