No it isn't. It's because the logic applies to either state.
If both inputs are on, the output should be on.
If both inputs are off, the output should be off.
With an AND-gate, that's pretty much what happens, however, the output is off if [I]one[/I] of the inputs is off. That's the problem. It should only go to the off-state if [I]both[/I] inputs are off.
Makes better sense?

I have a rough idea of something that would solve this problem, but - as I've said - memory latches are broken as fuck in SMP.

When it has gotten through the AND gate it acts as an OR gate until both inputs are off and it resets.

zombies would be too dumb to open doors, what would be better is endermen opening doors but they have to duck down in a cartoonish and silly manner

I'm a little tired right now, but wouldn't that be accomplished simply by connecting both to one redstone line? Seems to me like that is what you're looking for.
I think zombies should be able to knock down doors, but it should make a loud noise and take them quite a while to do it(around a minute, maybe?)
