Because it provides the utility of condensing two tank items into one slot, with the perk of providing significant magic damage over time to all targets in range. It works well for low damage tanks like Leona, or for augmenting the damage of people who already have aoe damage auras, such as Shyvana, Mundo, Amumu and Sejuani.

I can understand the damage part, I guess
but I feel that if you want both stats, you'd be better off getting them from different (and better) items.

It's an excellent mid game item. Once you run out of slots, you can sell it and replace it with a warmogs or whatever.

Sunfire, although it deals shitty damage, is good in numerous shit.
Firstly, 1 tick is enough to get an assist when your teammate gets a kill. This is very important because you don't have aoe spells
Secondly, it deals AOE damage and you don't have to autoattack (unlike wit's end)
Thirdly, it synergises with your ult
Fourthly, it deals magic damage like Q, R, Malady, wit's end, ionic and blutrazor. get mpen from runes, sorcs or malady and it's gg
Fifthly and most importantly, high ELO guys buy it

So it works on champions that can stay in the middle of 5 people all within 400 range whilst somehow staying alive forever with only a sunfire cape
So it basically only works on Warwick

i built, wriggles, merc, ionic spark, frozen mallet, atmas, and was going to build a GA then swap wriggles with BT. ionic could be swapped for wits end, was just testing out ionic

Sunfire is good on champs that can stick
It gives you 35 dps to anything around you in 400 range
I mean on champs like Rammus and Shyvana it's pretty much 35 AD and 20 HP for 800 gold, but you don't have to be in auto range or even attack to deal the damage
