Very late and happens on every champion after a respawn until an ability is activated (doesn't happen on every respawn, but can happen on every champion.

All the riot employees are basically brain dead and absolutely horrible at spectating. I can't stand to watch any of the tournaments because they sound so dumb, and keep saying so much crap.
