I mean, Nunu and Malz have some of the best ratios (if not the best) in the game.

0.8 on Q (but not reliable)
8% of max HP (+1% per 100 AP) per second, for 5 seconds on W (only reliable if used with ult)
0.8 on E
1.3 on ult

oh and nunu has 1.0 and 2.5, on his E and R.
Nunu is one of the most underrated champions in the game.
He has by far one of the easiest jungles, and really packs a punch when ganking.
