I used to play vlad alot, it does not pop turret shots if they already have been fired.

i feel special for abusing all the OP sleepers before the pro streamers started using them
I just went in a custom game and tested this, it does not pop turret shots, I tried to take a screenshot but for some reason every print screen I do in lol turns out all black.
