So... I think I've found the point where the tribunal breaks down and ceases to work.
You just play normals with people that you know, act civil the whole game, and then report each other.
Then when you are judged the judges just see a bunch of games where you didn't do anything wrong / dickish, even if a few games pop up where you were dickish, the majority of the game reports would show you being an upstanding player.
At least that's what these fools did.

I play mundo as a tanky as/crit hybrid. Like, Atmogs, Mercs, Starks, etc. It's really fun critting enemies for 400 at level 6.

you can always cheese carry with crit runes and E and level 1
to get better at last hitting i've decided to play soraka with boots 3, no ad runes and defensive masteries

it's entirely possible to have like 300 at 25 minutes though, but you really have to just not miss any and farm the wraiths too

Rammus isn't OP he's just ridiculous to play against, the taunt lasts for absolutely ages and he's just a pretty obnoxious champion overall, so he's more broken than over powered.
It's a lot like Sion and his shield stun combo, it definitely isn't OP because it's only 1.8ap every 10 seconds which is pretty lackluster for a burst champion, but the shield and passive make him so tanky that just nobody wants to bother playing against him

there's like 140 cs every 15 minutes and getting 100 of those isn't exactly rocket science
Personally I think the range of Veigar stun is broken, its just such a long range for a stun that long, which can hit multiple targets :/
