You can do that entirely in the jungle whilst also ganking, that's how very little it is

Also I just checked and apparently the best average to have is about 100cs in 10 minutes, so about 10cs a minute
This means you're hitting 10/12 every minute (some waves being 10/13)
Which is a pretty damn good average to have but also requires you to be in lane for almost every creep wave
I still only average ~100 every 15 minutes so I guess I need to get a whole lot better too

Anyway. Given that minion spawn from 1:30 onward and every 30 seconds from that point. Meaning that 25 minutes into the game 292 minions have spawned (25 minutes - 1.5 minute = 23.5 minutes - 23.5 minutes times 12 minions per minute comes to 282 minions in your lane + the 10 Siege minions). This would mean that you cannot miss a single minion kill and you must dive into the jungle every single chance you get and quite possibly steal some minions away from your team's lanes. It's all very possible although very unlikely to happen. That was all I was trying to say before you decided to take it all personal.
I also decided to have a little check on the minion kills from M5 and TSM in the finals. At 25 minutes, in all three games, none of them came even close to 300 minions kills. 220 was the most I've seen by Regibro as Cassio in mid.

Revolver is enough spellvamp for him, Q should keep you healed up without much spellvamp anyways.
I do Revolver Ioniaboots (S-visage) Rylai dedcap then Wota or if I'm doing too well I get Gblade for the lols.
