Flash offends to a lesser extent because it can be used offensively and requires decision making in most cases.

They wouldn't nerf flash any further anyway, if they were to nerf it again they might as well just delete it. It's not even remotely op any more and is not longer needed on every champ just because of how strong it is.

Champions such as Cho'Gath, Ahri, Vayne and Olaf do a ton of true damage at once without much effort.

nunu isn't just his ult and veigar has no combo without his stun basically fiddle is dependent on his ult too... and nunu is not a burst caster either, he's being played like a support a lot, so he just needs to give that speed buff and peel people off of his carry using e

My change? Making it so that you cant autowin lanes or ganks. With CDR that cooldown becomes 20 which isnt bad and with kills its regular cd. And it would get damage buffs. + If you have played Ahri you know 50 cd with her ult feels like nothing.
