It's most likely because of Facepunch's cookies. Clear them and you should be fine.

the only similarities are the fling and the tankiness. Volibear is a chaser, singed is an escaper. Volibear has no real escape abilities, singed has his fling, his ult, his megaslow and his Q.

singed is a better chaser than volibear
volibear = tanky dps with a fling
singed = tank with amazing cc + poison + chase ability (65 movespeed and 20% tenacity from ult + 75% aoe slow)
