League of Legends v19 - Flubadoo bad forever

So i've done a few more rounds with Teemo, at the start, he's really squishy and has to farm for about 12 minutes before I can get my attk speed up etc.

Following this build;

With it, he's great at mid game, being able to just kill easily, but at the end game, he returns to being squishy again and not really able to kill that fast ever with his high attack speed, so I was wondering if it would be best after I get this build to go after a phantom dancer? (For rounds thats like 45mins+)

I'd drop the Guardian Angel for a Bloodthirster, which I'd get after Malady.
