(yes, I'm lvl 30 and I carried games with "chalice gp")
I used to think it was a bad choice on him too, but did you try it at least? If you Q every time it get's out of CD, for farm or harass, and from time to time use your other skills you will run out of mana. With chalice you can spam your skills 24/7. in my opinion it's a good choice at least against magic dealers. And by late game you sell it anyway, it's a cheap item

Too expensive for the damage it gives imo, kinda delays the whole get tanky-dmg-crit thing on GP, I like it on urgot and yorick tho.
I don't use chalice on GP anymore, learned to use my skills more economically, but for beginners who run out of mana (and those who get clarity on GP (I've seen it)) is a good alternative

I'm looking for a mid to replace our current mid, hoping to be able to practice like twice a week at least, we're not greatly high elo but we're decent players who need a more consistent mid who doesn't rage, we are on EU-W, add me on steam if you would like to try it out.
there are a lot more ice-based champions though
Ashe, Volibear, Sejuani and Anivia. There are also ice-themed skins for Veigar, Amumu, Annie, Brand, Caitlyn, Ezreal, Fizz and possibly some more that I'm not gonna waste time counting
