That sorta implies that you will die. Which is a waste.
Anivia has insane range, its very easy to not die an entire match if you whore said range.

Her ulti cast range sucks though
tiamat is basically battlefury from dota, which was what carries got for mid game to farm shit and sustain in lane

Drop it on a team fight then run away. It will stay active even if you are well outside the normal cast range. Then do circles around the team fight and receive quadrakill.

it's not really that it's a bad item, it's just that merc treads are already pretty viable on any ad carry so if you want tenacity you generally get those
there's another item built from philo stone that gives you tenacity that gets built even less because shurelyias is just better
Is manamune good on Pantheon? He can spam his Q so I can see him getting stacks easily, but I think it could cripple his mid-game damage

theres also a +50 AP item that gives tenacity also.
Really, if you need tenacity and can't get merc treads, I'd say that elisa's (builds from philo stone) isn't worth it, but cloak and dagger and moonflair spellblade COULD be

I'd say cloak and dagger is really the only one worth it
Spellblade has too little AP to be really worth it and elisas miracle is beaten by shurelyias
cloak and dagger is basically a zeal without the movespeed, which is made up for by the tenacity, although it could stand to be a little cheaper since it doesn't build into anything better
really, riot has quite a lot of items to rework because they simply aren't worth it.

like if it made hits to enemies looking away do extra damage, it would become a great shaco item, or had the ability to give you some sort of stealth for x seconds

Seriously the only problem with leblanc is that she's fully single target damage, so you can't really carry games with her
you can do amazing escapes and everything but you only kill 1 person with your full combo, although cleaning up with QWRQE is pretty fun and you can kill 3 people with it if they're low enough

She needs less single target burst because she designed only around winning her lane p much and needs more aoe.

There's nothing that really needs fixing, she does an absolute ton of damage and that's fine because it's against 1 target and her whole kit is very assassin based, her ult cd is low enough that you can use it twice in a good teamfight (maybe even three times) and you will almost always kill whoever you decide to combo
if they gave her more aoe they'd have to remove her W because she has so much escapability from it
