riot shouldn't change it, but keep it.
its one of the few things we still have to show the old league of legends
really the battle training and tutorial will teach you the basics, everything else you learn is champion specific. (I.E it won't teach you indepth jungling because not every champ can jungle).
The smurf statistic is very right though. It should change after about level 6 to 10, since most players smurf to 5. Some do just grind another account, but 99% of the time it'll be up to level 5 for the IP gain

XP boosts are a waste anyway.
Levels are useless after 20 and you reach that within weeks.
Only reason you would need to get to 30 would be ranked, and most of the people on FP dont even play ranked.
