Euphoria? Nah, Saints Row 3 will just have the usual ragdolls and scripted animations, I believe. The animations do look a bit more fluid than in SR2, though.

For the third game in the series, yes. I really wish they would have waited a month or two and had the layer system in.

This thing's actually insanely good for re-creating characters from other games/films etc., even if the clothing options are a bit restrictive in terms of mixing and matching items. Here's my attempt at Jeanette from Vampire Masquerade Bloodlines:

I thought jeanette had the short skirt and no fishnet stockings, But you probably know that.
I based it more off her concept art, since the game's from 2004 and the graphics are pretty shit. But I did try it with the skirt, it just didn't look nearly as good.

I tend to hate how monochrome black outfits look in this; the dark background makes the character look invisible.
