There's a national holiday in Czech Republic on 17th. Hopefully I'll have SR3 by then, even though the game officially comes out on 18th. I know one shop that always breaks release dates and sells games early, but they're always sold out early in the morning. Better not be the case for SR3.

You can even compare the two.
1. We haven't even seen gameplay of GTA V
2. They've changed style over the years. Saints Row used to be some hardcore gangster game and GTA was more of a mindless rampage game. Until GTA IV came out.
3. What's the point even comparing them now? If you wanted to compare them should of done it back in 2006 when people would listen because that's when both games shared most of the similarities.

Apparently those cheats are unlockable through the course of the game anyway. It's just a quick-unlock thing.
I think it will be somewhere along the lines of SR2's autogyryo/ UFO, and the PeeWee bike. People who preordered the game through certain vendors will know the cheats from day 1.

Are you sure they didn't mention "upgrades" because they've used that as an excuse for giving the never die cheat only as DLC, saying things like that upgrades will make you "close to invincible".
I'm not complaining about DLCs, they are for people who are too late to pre-order, but still want all the Genki stuff. They are also a great way of marketing in addition to giving players extra content where they can choose what they want. It is technically a win-win situation o why are you complaining? It is almost certain that the future of gaming will include lots of DLCs whether you like it or not.
im pretty much equally excited for gtav as I am for sr3
except sr3 comes out in a few days, so that one's a little more important to me at the moment
