Pretty sure it comes out in Australia and the US at the same time, so you could use a US VPN/proxy which I'm sure is much more common.

If he has problems with downloading from Steam, I see no problems with pre-loading with a torrent. As long as he buys it, well its his business anyway what he decides to do.

Also if he bought it from GMG or some other online store. They still haven't sent out the keys, so torrent is the only way to pre-load it for them.
