It's part of the post-game gang control mod. Each gang has one small territory left in their control so you can go start shit with them after you finish the story. Keeps things interesting not having to fight the same old boring cops and Ultor all the time. The gangs will also occasionally do pushbacks post game as well.
It would be pretty interesting if an opposing gang could actually take back a territory.

No, you end up losing 3 stores total from the mod, but gain 4 new ones with the new vehicle dealerships. It actually balances out in your favor.

Apparently, it can, right? As long as they have 1 territory they can still bugger the player and get back a territory after an attack, right? I never let them alive whenever they attack my territories though, so I don't know if the game let's them have them if I ignore the calls.
IdolNinja, I'm now kinda thinking about waiting a bit before getting v1.9. That idea of having an elderly gang seems great. Even if you don't add it, if you want, you could release an alternate version like you do sometimes, no?

No need to wait. Any change like that with gangs will automatically also work for previous saves. In fact, I can 100% guarantee that there will be no other changes to 1.9 at this point that would invalidate a save file and make you start over.
I actually plan on releasing a ton of alternate optional mods included in the final 1.9. The archive will also include an automated patch.vpp_pc tool to easily build your own custom version of GotR with them. Things like skateboarding, different gang type homies, villain homies you can call on the phone, super fat and skinny sliders, etc.
Amazingly awesome man! And I didn't know that you could make super fat and skinny people! I used to have tons of fun with WWF Attitude on the N64 making obese, bald versions of the Rock XD.

IdolNinja, I had a problem. I loaded my saved game with v1.9 and the game crashed after loading. Even after loading the autosave.
New game doesn't have that problem though so it must be something conflicting. My saved character didn't even have logos on his clothes but it did have tattoos so I'm going to try starting GotR v.1.8., removing the tattoos, saving again, and loading the save with GotR v.19.

Good idea. I think there may have been a tattoo slot change between 1.8 and 1.9. Let me know if it works. If not, upload your save file somewhere and I'll take a look at it.

It's the number of unique outfits you have saved that is causing the crashing. In your save you have a whopping 29 unique custom outfits you created. With all the additions and extra slot memory usage in 1.9, the max number of outfits you can have has been lowered to something like 22 or 24. Delete a few outfits and you should be fine.
I would suggest loading 1.8 deleting a couple, loading 1.9 seeing if it works, deleting a couple more, etc. rinse and repeat until you get it down to a number that 1.9 can handle.
NOTE: Only unique creations count toward this number. Outfits you have unlocked or purchased pre-made at the stores do not count towards this total so deleting those would do nothing.
