Unlocked, restarted steam with VPN on, put in offline mode and turned off VPN.
It's pretty frustrating that the game is out now, but I can't play it since the keys aren't given out. But there's no way I'm paying $90 for it, I'd rather pay only 33 on gmg and get it a few days late than shell out $90.

no you need to log in then when you get to a character edit screen you have to click the download characters button then it will download them.
