Thats right, If you need the Invincible pack or want the Shark Gun from Armed and Dangerous, you can go ahead and get them at release. Or the season pass.

You can use AdvOR as a free alternative VPN. Instructions existed back in the BF3 prerelease days. More or less, download AdvOR, have Steam closed, click Run and intercept a program button, select steam.exe, click arrow next to new identity, select australia from the dropdown, pick a random server, click select, unlock game, restart steam and close AdvOR.
These instructions might be slightly wrong. I don't remember so goods.
