Well, you can get the Guardsmen Outfit after completing all of the tank mayhem activities, it gives your gang the outfit of the guard off the first mission where you assault that munitions base.

There is, I can't remember what it is but I think it has something to do with doing the activities.
Snatch, do all instances of Snatch and you'll get Cops costume for gang, 2nd variant is SWAT.

Something tells me that the customization option is chosen by the car you first choose. As we may know the cars may be randomly generated/created with colors, logos and other stuff. And what I guess is if some of those variables match for the not customizable vehicle and the customizable vehicle, they are added. I don't know how this system works, I think someone should check the in-game files to see what is going on. Not to tell Volition, but to tell it to the curious people like me.
