Try looking for cars with more than 1 person in it and then try to only pull out the driver.
You can activate a diversion then.

Get into a car with someone in the passenger seat. Within a few seconds of getting in, and before the passenger gets out, press the action button (or PC equivalent), and begin driving while not slowing down to the point where the passenger can get out safely. After a set amount of time, of which there will be a counter in the upper-right corner of the screen, you will have completed one instance of the hostage diversion.

You can also die by falling. I was thinking "hey back in SR2 i could fall from up high and gain munnies!" and I grabbed my VTOL and fell. And then cratered and died. With half my body sticking out from the ground.

Why are people having so much trouble with Insurance Fraud? It's as easy as the Tank Mayhem missions.
I've never failed Insurance Fraud but I have had times where I get fuck-all near the start, then near the end I start doing better.
The main thing I miss from SR2 (Other than "Fuzz) is the cutscenes where your character is a total bad-ass

However, Pierce seems to be missing these dialogues, as he doesn't speak to anyone at all.

Is there a way to get the SWAT uniform, most likely as an outfit? There's the gang customization one, but I figure there's got to be one for the player character, considering they have the outfits of STAG, the regular police, and the national guard available. If so, where and how can I get it?
