No, But it is fully automatic. But it is less powerfull then the sniper. It's sort of a long range sub-auto machine gun.
The Ultor bike is the same as the Stag one, But black with the Ultor logo.
You also get an outfit... It's a female assasins outfit... And males can wear it too...

The Bike is the same as the regular Stag one. I think it has different sounds, but i'm not 100%

The most needless thing I've ever seen. I'm not even sure what it's meant to accomplish. Is it like, if for whatever reason you've just decided to run through the game again, it gives you something extra to wear? If you've already ran through it once or more than once, it's just an item you waste money on so you can say "alright, I've got that".

It'd run pretty well, you don't need 8gb ram though, If you can go over the budget you can go 560ti and i5 2500k and run it amazingly well.

You don't need >4GB RAM for Minecraft. RAM is cheap though, so if you want to spend another $20 for 8GB over 4, it's not that big of a deal.

Some missions will increase your income, and you can also buy property around the city to also increase your income.

Look again at the screenshot. He IS the city.
But to answer his question: Did you upgrade all of your strongholds? Do you even have any of the Strongholds? If not, you get them over the course of the main game, although upgrading them will cost a bit.
