How do you finish 100% of the game? I have finished all the missions and got 100% control on all cities, and yet I have finished 97% of the game...

the city just seems really bland and many of the locations look the same imo

It's a shame, really. The gameplay, upgrade system and such are absolutely awesome and way better than in the predecessors, but the blandness of the city really dragged the game down.
In SR2 I could spend hours just fooling around. As for SRTT, I pretty much just finished the story and some of the diversities and that's about it. I don't feel temptated to explore the city.
Thinking back, I really can't say which one I enjoyed more, SR2 or SRTT.
