I don't understand why lag kicks in the second the game loads up some distant LOD models and a couple of up-close civilians, cars and buildings. GTA IV ran fine for me.

You're comparing the FPS you get when looking at a floor with one texture with some light on it to to a whole city with people and cars moving around all with different amounts of lights, several textures per thing and thousands more polygons.
GTA4 isn't SR3, it's less resource heavy.
Oh and what card do you have?
Actually SR3 runs way better for me than GTA4 does. It's not rendering "the whole city" anyway, just a small part of it and everything beyond a certain point is just a extremely low poly model that costs next to nothing to render.
That FPS does sound pretty weird though, unless you're on an AMD card with old drivers (or just a shit computer in general :v:). The game ran like crap when it came out on AMD cards (or at least the 6xxx series), but it has been improved a lot in some of the newer Catalyst versions.

A HD4670 on latest catalyst. I just can't see what's so expensive/resource heavy. I suppose my eagerly-awaited 560ti and phenom II will fix my poor performance.

In GTA IV and Saints Row 2, my fps remained the same no matter where I looked (around 20-35)

Well, by the looks of it Nvidia has bribed Volition (amongst others) to make it so ATI cards have shit perfomance and bugs and shit.
So as long as it's an ATI card any performance problems can be pointed at that.

Think they wanted to prove that anyone can die, and a rumor about the actor quitting the series, or too busy with that show on CBS. Since they can't replace [sp]Gat's VA unlike Shaundi, they decided to kill him. Besides, Shaundi appeared in 2 games(SR2 and SRTT), she could have changed. Gat was in all 3 games, and didn't change much, until Aisha died. Beat the game, you might be surprised though(unless you did).[/sp]
Finally did both endings, I think the [sp]Steelport seceding from the United States was badass, but the Save Shaundi ending has a higher chance of being canon since the Boss cares for his/her friends. But, it might be necessary to let Shaundi, Mayor Reynolds, and Viola die to get revenge, and finish off STAG. Besides, if they need an antagonist, there is one person left who the Boss wants dead, but they need to find Dex so they can kill him.
And this is assuming that in the city-state ending, Kia dies. Unless she got off the statue and left the Saints there to die. Still, I would say 51/49, 51% saying that Save Shaundi is the canon ending, 49% that the city-state is canonical.[/sp]

[sp] Well as much as I like the characters that were on the statue to die, the owning city would be a MUCH BETTER starting point for the possible SR4, everybody could be saints in purple buildings driving pimped cars with crazy shit everywhere like a SaintsWaterPark or something.
A Saint city could be your crib, the missions could be on other islands that you have to take a plane to go to.

It seems like Gentlements of steelport rapes every HQ to lvl 1 and completing quests otherway doesnt reward you with achs or any rewards.

ATI cards have had major problems on several new releases lately, so "by the looks of it" Nvidia has bribed several companies to make ATI cards have performance problems on their new titles.
Is it worth getting a 560ti rather than an ATi HD 6970 for this, if ATi really have all these bugs and shit?

I have a 6970, I have astronomically little to no problems in anything, ever.
Except for Witcher 2, but I think I broke the settings there myself somehow.
Then again, I'm a bit biased towards ATI from the get-go, so take as you will.
