Stillwater in SR2 felt small to me from the get go, as I was still used to what of the map was in the first SR.

The Speed issue will need the Saints Row Powertools that we released. The latest beta also attempts to autoadjust the speed, so no more stopwatch test. It's worked for about half the people who tried it so give that a shot. You can still manually enter a value in the ini just like the old one if it doesn't.

If you are not running Steam version then make sure to install the v1.1 Gamersgate fix included with the latest beta of the GotR mod. Sounds like it might be a UAC issue and not able to write/change the settings files it needs to. It should be creating both a settings.dat and profile.dat here:
C:\Users\[profile]\AppData\Local\THQ\Saints Row 2
Maybe try running it as administrator and see if it can successfully create/change the profile.dat and settings.dat located there.
Also, for anyone who got burned by Gamersgate and their horribly censored German version of SR2...
It seems that Gamersgate got their SR2 German censored Steam key issue finally sorted out:

From what I've been reading, previous customers can get a new English uncensored SR2 key by logging in to their account at Gamersgate. It sounds like you might need to have Steam support remove the current German key from your account first before activating the new one if you've already activated the old one.
Wait I just realized my version of SR2 doesn't have 1600x900 listed as a supported resolution, I thought it was.

That's one that isn't supported in the final patch. Google gibbed's resolution editor that will let you manually edit your settings.dat to change it.
gibbed seems to be rushing out mod tools lately, I hope that means we get them for SR3 soon after release too :3
