Increasing rot means you take more damage as well as them, and the slow doesn't increase (IIRC), if you don't have regen, you may not want to max rot second.
Slow is always 20% but I have tried leveling the pasive over rot and, IMO, leveling rot over pasive is way better. It lacks damage overall if you don't level it fast, I always get pasive at level 10 or later and works for me

1 in passive at 3 or 5, max rot and hook
It depends how the game is going, if you're roaming solo and just stomping, by all means max rot, but if you're having a more team-oriented game, you don't always need the rot damage and may benefit from the passive more.

had a really good match as viper, ended up with manta, butterfly and shadowblade near the end i had a really good earthshaker on our team too (he had blink and scepter), the majority of their team was casters, so when he blinked in and ulti'd & fissured, they all dropped like flies

I mean if you're still getting kills I guess it's fine, but without maxing rot your job is much harder.

It serves the same purpose as denying a creep; the enemy gets less(If any) XP and no gold since they didn't kill him. If they kill themselves while no enemies are around though, then yeah, they're dumb.
Speaking of denying. I just saw some russian hugging a tower with 40 HP instead of denying it. I was dead and had 50 seconds left to respawn. I told him to deny it but he was russian. HHNNNNNNNNNNNNNNNGGGGGGGGGGG
I don't mind new players, but it irks me when they won't listen to politely-put instruction I had a dragon knight a few games ago get boots and a clarity and nothing else to start. I got a really solid creep block off on our lane so the lane was well within our territory, and he just autoattacked. No lasthitting, no moving away when getting ganked, just autoattacking creeps. "Dragon Knight, you should only attack creeps to get a last-hit!" I would say as he dived their tower to autoattack some more creeps. Such is life in DOTA 2, I guess.

Windrunner/Riki/Storm Spirit/Zeus/Skeleton King (Me) team. Not the best, not the worst. Wind and Riki go top, Storm takes mid, me and Zeus take bot. We're doing well until about 10 minutes when Wind starts complaining how horrible Riki is because Riki went invis too early or some bullshit. At 15 minutes in, Windrunner throws a hissy fit and says he's done by sitting in spawn. Leaves us at 4v5. We miss a gank (easily gotten had Windrunner not been a bitch), but continue to hang in there. Windrunner comes back about 5 minutes later, marvels how we're still playing, bitches some more. I tell him to shut the fuck up and get back into the game. Riki continued on to be 3/6/2. Windrunner was 0/9/4. On Pudge I usually start with hook, get rot, max hook then rot ( get dismember when possible). I get the passive at 10 because at that time you should have pulled off some successful ganks to help fuel it. Getting the passive at 3 is really stupid imo.

Unless you're Windrunner or Morphling. Only two heroes I can think of where I blow off my ultie until 10/11.

What you basically get when you get hook: Inaccurate nuke with 90 dmg. What you get when you get rot: AoE slow around yourself with controlled damage and guaranteed hit (implying you actually be next to guys when you turn it on).
Played an extremely close game. Both ancients were open about 1 hour in and we destroyed 2 rax and they destroyed 1. The only reason we lost ours was because we were playing very sloppy, but were able to get back together late game. Anyways, only 1 person alive on our team and they push all in with no defenders (They usually left 1 defender to stop creepwaves), our ancient had half health and them plus creeps were attacking it. Meanwhile in their base, we had creeps pushing in. Our ancient had about 1/3rd health before theirs was destroyed. Also, I suppose you could get the passive on 5 if you're really desperate for some magic res, but it really wouldnt pay off. A point in your hook/rot would prove a lot more useful and the strength gain from the passive is minuscule. Also, why wouldn't you get your ult on morph on lvl 6? I just use it as an escape tool.
