no it wasn't changed from dota to dota 2. what guides are you reading?

Heshe is a very hard character to play effectively, because you can't really predict the leap.

Every other ranged attack does a dot, it's built into the second skill. Every time you autoattack an enemy it applies a 2 second debuff. if the enemy dies with that debuff, you leap forward and a ward spawns where the enemy died.

The tangos increase his lane presence.
