The only ones without large amounts of conflict would ones belonging to the Tau, prehaps the Eldar aswell but there aren't many of those left.

But the majority usually are merely tied to one or two system. Some do have small empires like the Tau, but most tend to be smart about not encroaching into imperial space. Keep in mind the vast size of the imperium means, that there can easily be hidden alien empires within it's very own borders. I think there was a spider species with one. Then there's a fair bit amount of species that are essentially scavengers and only live on worlds inhabited by others. As to imperial planets - most will probably be quite peaceful actually, since not much endangers them. Of course due to the lack of danger some governor and populace might disagree with all the levies pulled again them and refuse to send out regiments or pay other tithes. Which then results in conflict. Hell some worlds go so long without imperial contact, that the imperium almost becomes a myth that only manifests when the tithe collectors come, or the black ships arrive.
Commoragh, 'cause hey, by Dark Eldar standards, it's not war torn, it's just business as usual.
In the Abnettiverse there are worlds conquered by chaos forces which have some sort of society and civilians.
I still haven't read any of his books, what's so bad about them?
Just played the first mission of the demo properly on my PS3, this shit's amazing. Now i'm doing the one with the assault pack. I don't know why the fuck a tactical marine would put on an assault pack but whatever.

Rank goes Scout, Devastator, assault marine, then Tactical marine.

Most of them keep doing their daily stuff like training or praying for the emperor. If you're looking for something peaceful, you're in the wrong place. Y eah maybe the Tau have sonething tho.

Is there any place that describes Terra's current state? What each country/territory became, stuff like that.

Then you do the QTE event and kill them easy.

The Saint and the end of The Founding. As well as Only In Death, where someones death is heavily implied until the end of the book. He doesn't kill popular characters left right and centre, but when he does, its the characters whose death have a strong effect.
All my favourite characters die/get thrown into the background, ah well, got his latest book on preorder, I've been waiting for so long.
