Ward did nothing to the emperor, it just states that if Tigurius HAS tapped into the hive mind (and not just really good at predicting their movements) it'd make him the most powerful psyker in the Imperium, it mentions nothing about the Emperor (who, anyway wouldn't be counted as "In the Imperium" he IS the Imperium.
For some reason I thought of an insult and I thought it fit the angry marines pretty well.
