Which is where tactics come in. My favorite has to be running into combat with tacs and scouts and maybe a hero, and have the storm boys jumped the tac/scout blob, only to discover a dev squad positioned a little bit further back.

What does it mean when a model (aspiring champion in this case) has +15 pts/model on his cost? Does that mean his cost increases by 15 for each model in a squad?
No, it just means taking that unit costs 15 points.
So a 5 man sqaud would be 75 points, and taking an Aspiring champion would give you a 5 man squad + an aspiring champion for 90 points.

Who is Cypher? I was under the impression that he was more of a Soul Drinker's type renegade rather than a Chaos HQ option. Sure, they were all corrupt to a certain extent but previous fluff made him appear to be more of don't give a shit guy, why is a Chaos HQ unit?

He can't, he can only be fielded as Chaos.

There's mixed theories about what Cypher is trying to achieve. Either bringing The Lions sword to terra will either destroy the imperium or (maybe) absolve the fallen.
