Well the white I'm doing is pretty limited to stuff like marble details on tomb kings, the occasional detail on some other stuff. Speaking of white spray, I used the Citadel White Spray, and the models came out with a texture like sandpaper. What did I do wrong?

Possibly, but I used the Black Spray they had, and a couple of different third party sprays, the exact same way, and they all turned out fine.
Well my first models when I was like 10 or 11 all had horrible thick paint and that was usually pretty sandpaper-y.

Nothing, Skull White Spray is terrible, The Army Paints white goes on much much smoother.

They won't be able to win a war against the Imperium of man.
As 27X/Zezibesh noted, the Tau could easily be exterminated/wiped out by now seeing as they're such a small faction, but they've merely been a nuisance to the other factions and they haven't gained the attention of any other major faction.
