And then, when they finally nuke the fuckers with Leman Russ tanks, you've got no infantry and only tanks that can be stopped with a few missiles.

They have forge worlds for that, the Imperium literally has no other use for all those guardsmen except to throw them at the Emperor's enemies.

Or just shoot it a lot. The original idea was to have loads upon loads of guns firing at the same time, but then it eventually became just feeding the enemy until they run out of ammo, which is significantly cheaper, probably.
Speaking of which, do the Imperium actually have to "pay" at all? I mean, they're the fucking Imperium, I doubt the Golden Throne gets parking tickets.

They keep using those vast amounts of people, not only because it is extremely convenient (and cheap), but also because if they should ever turn to chaos (or just rebel), they know that their soldiers are shit.
Plus, using large and vast quantities of guardsmen is necessary when you look at how large the imperium really is. They literally just draft soldiers on planets whenever there is a conflict (see ; always), and just sail away directly to the front. Training isn't necessary, all they need is a lasgun in their hand, the enemy at the front, and a commissar at the back.
Experience is earned on the battlefield, those that survive their first conflict are more veteran and battle-hardened (and ready) than any amount of training could ever hope to give them.
It's grimdark, but in an universe where untold horrors are lurking at every corner, it is impossible to prepare the soldiers for what lies on the battlefield.
Just using the millions of millions of people living on worlds is a lot easier than training and preparing them, plus it's a great way of dealing with overcrowding :v:
(building tanks and shit is really hard too in the world, because nobody really knows how to do it.)

Necrons aren't exactly the fastest race in the galaxy, if they didn't have ranged weapons people could just walk away at a brisk pace.
