In the Guard that is referred to as "acceptable losses". I.E you've lost almost all of your men but the enemy is completely dead.

I think people are mixing up the guard with the nigh useless PDF and assuming the space marines are the standard imperial force, when for the most part space marines are only called in if shit REALLY hits the fan. Having Space marines as the only Fighting force in the Imperium would be like removing all the normal soldiers from a countries army and just leaving their special forces behind. Like S.A.S sure their awesome and well trained but there just isn't enough of them to be able to effectively defend a nation.
The Guard are a force to be reckoned with, able to field massive amounts of fire-power though sheer numbers and massive great tanks. People underestimate them but when a veritable sea of men all armed with at least one las-gun between them THEN you factor in their heavy weapons teams, plasma guns, bolters, tanks, artillery (they really do love their artillery) and all the rest, the guard are a pretty big threat.
Sure a single solider would be used as toilet paper by any other race in the galaxy but the point is each guardsman usually has twenty friends with him at any given moment.
I might as well be done with it and say why I like the guard over space marines. Each Space Marine basically gets a free pass into the Badass club's members area. But a Guardsman has to earn his right to awesomeness and when he does it's all the more awesome for what he has done to earn it. Plus I'm a sucker for big tanks.

The one of the left looks a bit iffy because it was my first. The shoulder guard symbol isn't very crisp and the top line is loopsided because at that point I had applied so many coats of paint to get it right that the groove was gone so I eyeballed it.
The others are A-Okay to me.

At the end of the day, though he's been ferried through Space Hell on a ship that's four thousand years old to his destination, though he deployed from high orbit with a grav chute, though he is one of ten million men raised from his homeworld to fight a war he barely understands, though he has been given a weapon that fires miniature suns and might annihilate him when he fires it because no-one knows how it works anymore, though his company is supported by tractor-tanks that run on anything you can burn, though he wages war against a devouring hivemind, space demons or a group of space communists - a Guardsman is a man, just like you, though he grew up in another culture. He has no millennia-old genetic engineering, no prophetic leader, no miracles of faith. He has his lasgun, his orders, his fellow soldiers, and a set of admantanium balls.

Modern day HEAT shells have the equivalent of over a 1000mm of penetration, I'm pretty sure that a modern MBT could penetrate one of those.

WW2 AP shells had an equivalent of over 200 mm of penetration. Atleast the late war tanks. Heck, some even had HE shells that could penetrate the Leman Russ.

On regular modern day tanks. Leman Russes are made from Plasteel.
