Before you people go all burn Matt Ward - I'd like to point out that necrons have been shown to have free will and normal cognitive functions for quite a long time even before Ward showed up.
But in differing amounts. Whereas warriors were barely automatons, Lords could easily pose as humans, inquisitors and who knows what else and clearly acted in a self aware manner.
At the same time, other lords were broken and overspecialised and had issues performing some functions.
It's certainly possible that the long sleep overall damaged necrons, but to say they don't have will or are mindless would be wrong as well.

in fact there are examples of Necron armies attacking human settlements at defined intervals because a Lord in charge of management had to supplement a Military Lord who didn't survive
