They're relevance to the Universe as a whole is largely for story, much like the Dark Elves. They sometimes fight the Eldar, but mostly they just want everything their way and everything else can rot. Anyone knows that who ever controls the skies wins the war.

Boring characters to play, both as a player and a DM. Er, "guro" doesn't come into it. Violence is a tool for influencing the emotions of the audience, as is anything you create or describe. Generally, people don't like realistic representations of violence, and if you describe it as such, they'll come away with different thoughts both towards cults and the Interrogator who commanded them to go on the mission. And hey, you want to provide an open environment for them to do anything in. That's cool too. It's a good way of seeing how your players work the game. But you can't get frustrated because they weren't clever enough. If you want your players to go about things cleverly, remove blatant violence as an option. Reward creativity. Make it a running theme that they expect and plan for. It's the bare bones of game design. But hey, maybe they just like shooting stuff. In that case, set up more things like that. Car chases, ship boardings, mutant purging etc. . .. All of these scenarios can have interesting characters and plot intrigue and the like while still being actiony and simple.
