It may be strange compared to DOW1, but DOW2 and it's expansions are much better than DOW 1, mainly because of how it's gameplay highly focuses on using tactics and cover.
It may not have base building, but instead you have better graphics, more individual unit upgrades and a lot more new units, some including special abilities.
Anyway, this is just my opinion, i would suggest buying it though.

Unfortunately, that's exactly what DoW 2 doesn't have, it focuses on the opposite of it.

Gameplay close to tabletop means less reason to buy the miniatures because if you want to play proper 40k then you have a video game to do it all already. Less miniature sales=less money. Less money=sad GW.

You'd still like Retribution a bit, even though it doesn't have those features.

As retribtion is a standalone and does not use GFWL, it is not compatable with DoW2/CR - Which is stupid.

DOW 3 should be the opposite of DOW2. A game focused entirely on building a massive city, defending it from xenos, rooting out heretics from within, directing traffic, building weapons, worshipping the emperor, etc...
Pretty much Simcity but with soul forges instead of nuclear powerplants and a hive fleet instead of alien invasions.

According the first collected Index Astartes, it lists all of them and the ONLY ones that are present in every chapter are progenoids, laramans and the carapace. It states rather clearly that no every chapter has all or all unmodified after the primarch templating. I've never seen it retconned.

Something like the Star Wars Empire At War game but with aspects of CoH would be great. Space battles, Galactic conquest etc would be awesome.

Wait, I don't get the lore. If Imperial guard, Space marines, And sisters of battle are all part of the Imperium and are fighting for the same emperor, Why do they fight among each other for territory?

Never again will I ignore bringing Hydras. 3 Fighta bombas took out every armoured unit in the mordian push, and the tallarn russes got pounded hard enough to rout.

So much infantry.
Although my way of going through the game depends on the initial dug-in infantry front, LOADSA Manticores/Deathstrikes/Basilisks, and anything that's a Tank/Titan to flush out the rest of the bastards.
Seriously, no matter how inaccurate artillery is in Final Liberation, it is very satisfying to use. There is nothing like demolishing anything bigger than a Dragsta on a successful turn.
Also - fluff Question. Is it actually possible to be promoted/moved to become a Commissar?
No. You become a commissar when you graduate from a Schola Progenium's Commissariat training program (inducted from a young age, usually as an orphan).
