A fair number of Choas MArines are relatively new, and as for not using newer stuff, they just use what they have/are used to using, and probably train the new recruits on them because thats what they're most familiar with.

Remember having a mass debate on it years ago.
Came to the conclusion that a Marine would win hands down, just from sheer lore description. If a marine can survive a missile to the chest in his power armour while a spartan cannot then all it would take is one bolter round.
Had this debate with two Halo nerds in my Gym class. They were saying that the Spartans and Covenant would win against the SM's. Every example they gave, i one upped. "Scarab?"
"Warhound, Reaver, Warlord, Warmonger/Emperor Imperators."
"Shields?" "Rosarius/Ceramite armor"
They shut up after about ten minutes.

Also the multiple important organs would throw the spartan off, along with the fact that he would pretty much need to kill the space marine on the first shot to finish off the Space Marine.
