They said "Now Dawn of War III, either way, is going to have a much larger strategic component to it, more of a global battle going on with little tactical things," so we probably will see a very different style than DoW2 (thankfully, disliked the no basebuilding and the extremely small scale).

So, I would think it is something like you having a huge base for macro-management and if necessary, you can go to the battlefield itself to control the units like small squads of tactical marines.
Or perhaps they mean that it will be like DOW2 but with more emphasis on your Strike Cruiser or home-plant or home-city rather than purely it being a base for you to switch wargears. Like a strike cruiser can have various upgrades that can affect a mission ,like orbital strike batteries, or if it is a home-city, your decision will lead to what you can deploy.

Fluff wise yes, since war equipment comes from forge worlds and stuff.
But for gameplay base building is good. But I think we all want a system-sized RTS.

Might be similar to Total War, you have the large map (which could be one or more planets) and you manage cities/bases/armies and all that, then when an army is to fight you can go to the battlefield and command it yourself.
Problem is, armies moving around in one large clump isn't very fitting.
I would love it if DoW 3 had the exact same gameplay as DoW2, just with more scale, base-building and unit choice. The only real problem I had with DoW 2 was that battles were so tiny.

No it is not. Sure, building huge buildings in the middle of a battle is stupid. But long-term or short-term bases are not.
For example, The Imperial Fists are known for their Castles, the Iron warriors for knocking them down, and several regiments of the Imperial guard for their fortifications.
Well they could change the basebuilding and minimize it in DoW3. But the maps of Dow2 are so linear and boring. The strategic options are really minimal.
The Warhammer Universe is known for huge battles without thousands of soldiers, not only few minor squads.

Except Astartes are pretty much a Strike Force, they go in, hit the enemy where it hurts most and get out.

where the space marines are an elite option for the imperial forces

You're right, but if you play for instance as the Guard who employ massive battalions, huge battles are a must.

Basebuilding sort of made sense in the first game. If you think of it more as building defensive structures only. And the units were called down from orbit
I prefer the tactical aspect of DoW2 more then DoW1's "spam the most effective unit and win".
If they merged the two, it would create something amazing.

They still act as a majority strike force, even with a Company or more. Except when they are forced and made unable to do so, but even then they still act very strike forcey. With pinpoint lightning attacks.
In the Heresy, they were the ultimate strike force, who broke a planets defences and then moved on, leaving it to the Imperial Arny to garrison it.
