Well space marines are geneticly modified super soldiers in power armour, they are automatically badass.
The Lord General however is a normal man, he has to work to be badass. Thus he fires a sniper rifle one handed at close range and still makes a perfect shot.

Veteran squad 2 with Heavy Flamer, Grenade Launcher, Meltagun and Chimera with 2 heavy bolters 195pts
Leman Russ with heavy bolters sponsoons and heavy bolter emplacement 180pts

He's part of the Imperial Guard. He can just point anywhere and something friendly or not will end up dead.

Oh wow. The ability to customize your army would be great. Not just Pre-set things like Death Korp of krieg or Catachan, but the ability to take parts from them and make your own.
I believe Mark of Chaos had some sort of customization, but i haven't played it so i'm not sure.
Also, Space battles.
Mark of Chaos had something similar yes. Before every battle you chose the units you wanted from a pool of units and you could upgrade their armour and weaponry, give the unit champions, musicians and standard bearers and the like. It was awesome.
Why does everyone keep saying they want no base building as it makes no sense for W40k?
I understand that they wouldn't make permenant buildings in the middle of a battle, but that's not what they do in Dawn of War. They are temporary buildings dropped in from orbit, or from the warp, wraithbone etc so they have a place to regroup and establish a beachhead.
They don't actually make anything.

Space fleet and a ground army, space fleet engages first then it goes to the ground then any surviving craft can help with the ground battle.

Parhaps segmented battles. Depending on your outcome or the number of troops/resources in general gathered in the first battle you get more stuff.
Like, first you must assault a ground base and take over it. If you manage to take the base in time you can use the planet's defence cannons to give you a boost or even an hability to shoot down the enemy's crafts on orbit
Shit, that would be so fucking sweet, just like that starwars game that had something like that

How will success be measured in a space fleet battle?

Fleet Actions in 40K aren't pure win/lose scenarios, they are about creating, exploiting and making gaps and vice versa trying to defend against them. Could be interesting having to use warships to screen and divert attention away from incoming transports.

Why aren't they?
Also, using fleets to distract an enemy while your ground teams go to sabotage their main base would be pretty cool.
