The DEFCON achievement's fairly easy. Set yourself as Europe, set your ally as the Middle East (they're close, the missiles don't take far to get there). Wait until Santa goes to one of yours or his cities, and start nuking the areas around the cities. The splash damage will kill Santa Claus, and the achievement will be yours.
