There is no way Valve could know for sure who owns the account, and since you have to 'own' a game to participate in the event, you are considered a customer.

OK, I did the Dredmor achievement. MORE COAL! In total, I have 3 coal and a 25% off a Valve game coupon. Anyone have a copy of Psychonauts or Counter-Strike they'd trade for some of this?
