The art seems to be quite inconsistent in more than one place, which I believe is the main cause of this age confusion (aside from anime drawing style in general being geared towards omitting body/facial features that otherwise helps determine age). I'm not sure what the reason for this could be, but if you think Emi looks oddly different from scene to scene check out Hisao...

As for the timeline, I think it might be close to this [sp]Emi ends after mid-term exam Rin ends after mid term (I think) Lilly ends shortly after Tanabata Shizune ends after the entire school year. Hanako ends during Lilly's trip.[/sp]
