They don't have to be disabled or even be interested in the disabled, but it costs a lot. Not really worth it if you're just a normal person.
Ah, I was wondering why the disabled people were still the majority, but I guess it makes sense. It does attract people with special needs seeing as they have all that special equipment and 24/7 nursing staff.
